I like this a lot more than your previous avatars, but I'm not a fan of how you used the lightest shade on her face as kind of a smaller inset of the second lightest color on her face; it doesn't seem to really add anything. Perhaps if it were more of a smaller, skewed oval that was contoured to fit her face ridges, it would look a tad better.

Too many colors? This looks like it's at most 20, probably closer to 16. With the style you're going for, there's no choice but to have a color count in this range. It's not really the color count that it involves anyways, it's more the shapes of the shading clusters that I was "picking on" ;)
I don't like her expression, but it really is a fine avatar. I love Rarity's mane, despite all the work that involves when you have to draw it XD
